Invitation for a Sketch Assignment, Saint Göran Hospital

Stockholm County Council invites professional artists to apply for a sketch assignment for a public art commission for lift lobbies and adjacent areas in Building 20, one of the new hospital buildings.

Saint Göran Hospital is undergoing an extensive renovation as part of a strategic investment to meet the future requirements of hospital care. New buildings are to be constructed adjacent to existing ones. The extensions are meant to fulfil the needs of general and flexible care units for treatment, for both inpatient and outpatient care. An important element of this major investment are artistic commissions. Artistic expressions are intended to add a human dimension to the hospital environment. The commissions will continue a tradition of site-specific art at Saint Göran Hospital. The art will follow the movement of people through the entire facility. In addition to near-patient environments, there will be art commissions in communal areas such as corridors, lift lobbies and entrances.

The building work will be carried out in stages from 2017 to 2019/2020. A number of substantial art commissions are planned for the hospital during this period.

Site Conditions

The lift lobbies of Building 20 have been identified as suitable for art commissions. In total, the assignment is for lift lobbies on four floors, with the possibility of an artistic invention that runs vertically through the building. An adjacent stairwell between seven floors may also be suitable for an art commission. There are additional plans for a glazed light shaft that will follow the lift lobby between four floors and this space will be included in the commission. A wall surface in an adjacent corridor can also be included in the commission. Additional surfaces are up for discussion, such as laminated walls in the lifts and plastic film on glass surfaces.

The Art Commission

In general, the commission entails identifying possibilities for:

  • An artistic intervention on glass surfaces, which are the dominant feature of the lift lobbies. Printing directly on the glass is likely to be a preferred technique.
     
  • An artistic intervention on specific wall surfaces in the stairwell. Installation of both pictures and sculptures are possible in these areas.
     
  • A proposal for a suspended sculptural artwork in the afore-mentioned light shaft. The point of departure for this artwork will be the shaft’s function as a light source.

The art commission should lend character and identity to the spaces. It should have a vertically coherent expression, while the different floors should be provided with distinct identities, perhaps both visually and from the point of view of tactility. Art interventions in hospital lift lobbies and stairwells are restricted by factors such as accessibility, durability and hygiene. Parts of the commission will be integrated into the built environment and other parts will be flexible or removable, to suit the hospital’s functions. The description above includes a number of different types of surfaces. It is not a requirement that the artist who is awarded the commission utilises of all the spaces.

Budget

The fee for the sketch assignment is 30,000 SEK excluding VAT.
The execution of the public art commission is budgeted at 750,000 SEK excluding VAT. The artist is responsible for the budget. The budget must cover all costs connected to the production of the artwork, such as the artist’s fee, copyright costs, material costs, subcontractors / assistants, travel, transportation, insurance and storage until the time of installation. Certain costs in relation to the installation of the artwork and preparatory work for the electricity supply and, if applicable, lighting will be financed from a separate budget.

Stockholm County Council Culture Administration often works with parallel sketch assignments in which two or more artists present proposals and where one party will be awarded the commission to execute the work. After assessing the submitted proposals, Stockholm County Council Culture Administration reserves the right to eliminate the parallel process and award the commission to one artist or artist group.

Timetable

2017-11-05, at 24:00 hours. Application deadline.
2017- week 48. Decision on which artist(s) will be invited to submit a sketch assignment.
2018-March. Assessment of submitted sketches.
2018- March. Decision on which artist will receive the commission.
2018- March. The commission begins.
Q4 2020. Completed artwork installed.

Notification of Proposal Submission

The decision on which artist(s) will be invited to submit a sketch proposal will be made by the Director of the Art Department, delegated by the Culture Committee, and will be published on the Cultural Administration’s website www.kultur.sll.se during week 48, 2017. The artists who are invited to submit a sketch proposal will be notified by telephone or email by the Project Manager.

Who can apply?

To be eligible for a Public Art Commission for the Stockholm County Council Cultural Administration, you must fulfil the following requirements:

1. You must be a professional artist.

2. When the commission is awarded you must be registered for Swedish F-tax (as a sole trader or company). A copy of certificate from the relevant tax authority must be provided on request.

In addition we require that:

  • the artwork(s) take into consideration the specific characteristics and operational conditions of the healthcare environment.
  • you should provide solutions for the operation and maintenance of the artwork(s) and ensure that a sufficiently high level of durability is achieved.
  • environmental concerns will be taken into consideration in the selection of materials and production methods.

Notification of Proposal Submission

The decision on which artists will be invited to submit a proposal will be made by the Director of the Art Department, delegated by the Culture Committee, and will be published on the Cultural Administration’s website www.kultur.sll.se at the end of November 2017. The artists who are invited to submit a proposal will be notified by telephone or email.

Commissioning Agency

Stockholm County Council is the commissioning agency and will be party to the agreements with the artists.

The Stockholm County Council Culture Administration will manage the art project, including the application and selection processes.
