The Stockholm County Council invites professional artists to apply for two sketch assignments relating to the total renovation of the department of General Psychiatry at Karolinska University Hospital in Huddinge. These sketches will result in two art commissions to be placed at central points within the department, spread throughout a total of eight wards.

Stockholm has a growing need for suitable premises for psychiatric care. The Future Plan for health care in Stockholm stresses the importance of providing equitable healthcare throughout the county. In order to provide more healthcare places and a greater number of single rooms, an investment in renovations of existing premises was required. The county council investment budget has therefore proposed the rebuilding of eight psychiatric wards at Huddinge hospital.

The General Psychiatry wards located in the M4 building at the Huddinge hospital complex will now be rebuilt. Demolition work has started and a number of wards are expected to open in the first completed sections in late 2017. The rest of the renovation work is planned to be completed in stages during 2018 and 2019.

Description of the Art Commission

Commissioning works of art for the county’s hospitals is based on a trust and belief in the capacity of the individual, and a determination to look to what is healthy in the patients. The commissioned works of art are important for the aesthetic of the healthcare environment and as an expression of a humanistic view of society.

A number of points in the general areas of each ward have already been decided upon as suitable for the placement of works of art; reception areas, dining rooms, and various seating areas. Works of art will not be installed in the patients’ rooms.

The Cultural Administration has no requirements regarding a specific direction or choice of medium for the artistic commissions. Work with the development of the sketch proposal will include in-depth discussions with representatives of the general psychiatric care staff. This process requires a sensitivity in approach with regard to the specific healthcare context as well as an understanding of the importance of maintaining the integrity of the work of art.

Through these art commissions, the cultural administration can co-operate with the hospital in the creation of an attractive environment and a welcoming atmosphere. The overall design of the premises is intended to reinforce patient integrity, and create opportunities for improved personal engagement among patients. A well cared-for environment also makes a statement about respect and care for patients and staff. A thoroughly planned art commission can also function as a positive diversion for patients.

Conditions on site

The department of psychiatry will consist of eight wards situated on two floors. Each floor will contain 50+ patient rooms divided among four wards. The sketch assignments relate to one floor each. A colour scheme for the wards has been designed to comply with the overall guidelines for design and furnishings at the Karolinska hospital in Huddinge. The color scheme for the eight wards will follow various themes. These themes are not to be seen as guidelines for the development of the art commissions. The general psychiatric care at Huddinge Hospital provides a very specific context for the artistic commissions. An interplay between the works of art and the context of the health care environment is important and is intended to communicate a sense of stability to the viewer.

Budget

The sketch fee is 40 000 SEK excluding VAT. The budget for the artistic commission is 370 000 SEK excluding VAT. The artist is responsible for the budget. All costs for the production of the artwork are to be accommodated within this budget, including the artist's salary, copyright costs relating to the work, material costs, assembly costs, subcontractors / assistants, travel, transport, insurance, and storage until the works of art can be installed on site. Costs associated with the final installation of the work on site (transports, technical installation, etc.) are to be paid from a separate budget.

Timetable

2016-11-17 24:00, deadline for submission of applications.
2016, week 49, decision on which artists will be given sketch assignments.
December 2016, start-up meeting for the sketch assignments.
January-March 2017, period for development of sketch proposals.
April 2017, assessment of the sketch proposals and allocation of the artistic commission.

Installation of the finished commission is to be carried out in three stages:

2017 October.
2018 October.
2019 November.

The Cultural Administration is of the opinion that a relatively short time frame has been set for installation of the works of art for the first completed phase of construction (October 2017). This date may be adjusted, depending on requirements during the production phase.

Notification of selection for proposal submission

The decision on which artists are to be invited to submit sketch proposals is made by the director of the art department, delegated by the County Council Culture Committee and will be published on this website during week 49, 2016.
